Under the direction of the Manager Information Technology Services, the Programmer Analyst’s role is to define, develop, test, analyze, maintain and provide quality assurance for software applications in support of the achievement of business requirements.  This includes writing, coding, testing, and analyzing software programs and applications.  The Programmer Analyst will also research, design, document, and modify software specifications throughout the production life cycle.  The Programmer Analyst will also analyze and amend software errors in a timely and accurate fashion and provide status reports where required.  The Programmer Analyst will adhere to best practices for software development technology.


  • Assist other developers, analysts, and designers in conceptualizing and developing new software programs and applications
  • Analyze and assess existing business systems and procedures
  • Assist in the preparation and documentation of software requirements and specifications
  • Research and document requirements of software users
  • Meet with decision makers, systems owners, and end users to define business requirements and systems goals, and identify and resolve business systems issues
  • Review and analyze the effectiveness and efficiency of existing systems and develop strategies for improving or further leveraging these systems
  • Conduct research on emerging application development software products, languages, and standards in support of procurement and development efforts
  • Create system design proposals
  • Coordinate and perform in-depth tests, including end-user reviews, for modified and new systems
  • Recommend, schedule, and perform software improvements and upgrades
  • Consistently write, translate, and code software programs and applications according to specifications
  • Write programming scripts to enhance functionality and/or performance of company applications and web applications as necessary
  • Debug new or previously written applications and scripts
  • Liaise with vendors for efficient implementation of new software products or systems and for resolution of any adaptation or integration issues
  • Liaise with network administrators, systems analysts, and software engineers to assist in resolving problems with software products or company software systems
  • Debug new or previously written applications and scripts
  • Design, run and monitor software performance tests on new and existing programs for the purposes of correcting errors, isolating areas for improvement, and general debugging
  • Analyze documentation and technical specifications of any new application under deployment or consideration to determine its intended functionality
  • Test any new software to ensure integration into company systems meets functional requirements, system compliance, and technical specifications
  • Assist in the development and maintenance of user manuals and guidelines
  • Train end users to operate new or modified programs
  • Ensure application and web application security
  • Other duties as required by the Manager ITS


  • College diploma or university degree in the field of computer programming or equivalent
  • 3-5 years’ experience in the field is preferred, however a talented new graduate may be considered
  • Proficiency in a variety of scripting and programming languages, including Perl, PHP, Javascript, JAVA, ASP, Visual Basic, Visual C#
  • Proficient with XML, JSON, HTML, AJAX
  • Proficiency in mobile web development or mobile application development an asset
  • Proficiency with SharePoint development an asset
  • Excellent understanding of coding methods and best practices
  • Extensive relational database experience with SQL using MSSQL and/or MySQL
  • Operating systems experience with Microsoft Windows and Linux
  • Solid working knowledge of current Internet technologies
  • Able to communicate effectively with non-technical staff and with members of interdisciplinary teams
  • Flexible and adaptable in regards to learning and understanding new technologies
  • Strong written, oral, and interpersonal communication skills
  • Ability to conduct research into software-related issues and products
  • Highly self-motivated and directed
  • Keen attention to detail
  • Proven analytical and problem-solving abilities
  • Ability to effectively prioritize and execute tasks in a high-pressure environment
  • Ability to work both independently and in a team-oriented, collaborative environment
  • ITIL or similar (Six Sigma, Lean, ISO20000, COBIT, etc.) certifications are an asset
