ACCOUNTABILITY STATEMENT

Reporting to the Director Rail Infrastructure, the Engineer/Superintendent Rail Infrastructure Programs is responsible for the ongoing development and execution of ONTC’s rail infrastructure capital work programs.

RESPONSIBILITIES:          

  • As leader of the rail infrastructure programs group, and working in conjunction with both the Director Rail Infrastructure and the Superintendent Maintenance of Way, oversee the development and execution of ONTC’s infrastructure capital plan encompassing rail, tie, surfacing, bridge and culvert and other infrastructure improvement programs
  • Develop and update the multi-year capital plan to ensure that the integrity of ONTC’s rail infrastructure is maintained
  • Manage staff and contractors in the day to day execution of all approved capital work programs
  • Ensure that the work is completed safely, efficiently, on time, and on budget
  • Work with the finance and procurement departments to ensure that materials and contracts are in place for the timely execution of work programs
  • Review and coordinate numerous project requests as received from all rail divisions and ensure that these requests are prioritized and that their completion provides a value-added benefit for the Company in terms of safety, efficiency, long term sustainability, and in line with available project funding
  • Work closely with the Superintendent Maintenance of Way in the coordination and execution of all work programs ­and in managing the completion of tasks and demands that stem from contracted services (such as track geometry and rail flaw detection testing)
  • Liaise with the Superintendent Maintenance of Way and the District Managers in developing a productive working environment that promotes and fosters safety, teamwork, and group success
  • Ensure that contractors perform work in compliance with contract documents and other ONTC requirements
  • Develop and maintain a repository of critical schedules, documents, and records for both future and historical program work
  • Plan, organize, assign duties and supervise staff to provide for the efficient and successful completion of all ancillary engineering work, such as:
  • engineering design and specifications
  • surveying, drafting and cost estimating
  • contract administration and supervision of consultants
  • maintenance of engineering and other technical records
  • bridge and culvert engineering inspections
  • Actively participate in all facets of labour relations, including meetings, grievance responses, arbitrations, negotiations etc. 
  • Respond to employee and union concerns in a timely and courteous manner

 

REQUIREMENTS:

  • Engineering degree or college diploma in a related discipline is preferred
  • Ten (10) years of practical experience in rail infrastructure maintenance and renewal operations
  • Three (3) to five (5) years of supervisory and/or management experience
  • Thorough technical knowledge of railway standards and railway construction and maintenance best practices
  • Excellent planning capabilities and ability to prepare and update capital budgets
  • Demonstrated commitment to health and safety 
  • Strong communication, interpersonal, leadership, and influencing skills
  • Working knowledge of spreadsheet, word processing, and presentation software
  • Must possess a valid driver’s license
  • Significant time and travel requirements are expected of this position
  • Subject to calls 24 hours, 7 days per week
  • Subject to work in all weather conditions and to travel over rough terrain, embankments and bridges to attend worksites and emergency situations
